The European rentrée’s countdown : 7 days, 5 weeks and 10 months

September is synonymous with the start of the new academic and institutional year. For the European Union, it is also the start of the countdown to next June's European elections, when citizens will renew their representatives for another five years. In exactly seven days' time, European Commission President Ursula von der Leyen will deliver her State of the Union Speech in Strasbourg. The aim is to announce the major projects for the last year of her term of office. While support for Ukraine should be reaffirmed, European issues such as the negotiation of the Stability and Growth Pact, enlargement, and migration remain key points. Beyond the address, the management of the EU Green Deal following the departure of Frans Timmermans will also be closely monitored by MEPs. In parallel with this European political event, the Franco-German expert group (which includes our vice-president Christine Verger and our colleague from Berlin, Thu Nguyen) will be announcing its conclusions and ideas for reforming the European institutions in September.

In five weeks' time, the Polish elections on October 15th will be a determining factor in the European political balance of power. Warsaw, that its support to Ukraine has strategically put forward, has been obstructing Brussels for several years now. Tensions over the rule of law are still high. While the ultraconservatives of the PiS remain the favourites, the recent results in Spain, with the conservatives' half-hearted victory, show that we should not always trust the polls, which are currently predicting a close election. October will also be an important month for discussions on EU enlargement. The European Commission will publish a written assessment of the progress made and recommendations for candidate countries such as Ukraine, while the 27 heads of state and government will discuss the issue in Granada.

Ten months to go before the European elections. The election campaign will undoubtedly set the discussions in the European Council and Parliament, which promise to be sometimes heated and very tense (as was the case with the vote on the nature restoration bill before the summer). Our Institute will be keeping a close eye on European developments and proposals in order to contribute to this unique exercise in European democracy.

A fact non known well enough : the EU exports and imports more digitally deliverable services than other leading economies, such as the United States, China, or India. On the one hand, this means that the EU must safeguard the market access interests of its firms–and perhaps do so more aggressively than it has in the recent past. On the other hand, its leading role as an importer of digitally deliverable services can help to explain the ‘Brussels effect’ in the global digital economy, as new European regulation on digital servives (DSA) has started being applied.

It is unprecedented that fifteen Member States and the European Parliament have asked to intervene in support of the European Commission in an action for failure to fulfil obligations. While this exceptional mobilisation is largely explained by the fact that protecting LGBT+ people from discrimination stands as a priority for these States and this institution in 2023, it also reflects a number of transformations at work in the European Union's relationship with respect for its values and fundamental rights.

The decreasing population of the Western Balkans

Over the last thirty years, the countries of the Western Balkans have lost a significant proportion of their population. In the majority of cases, this depopulation can be explained by a double negative balance, migratory and natural. Far from abating, this trend could continue over the next few decades, with the risk of putting a further strain on the development of a region that is becoming poorer and seeing its young people and vital forces move abroad. It could even become more pronounced as the hope of joining the European Union draws closer.

Every year in September, the President of the European Commission delivers her State of the Union Speech in Strasbourg, an annual event designed to set out the challenges for the months ahead. Since 2010, the aim has been goals: to take stock of the past year for the European executive and to outline the major prospects for the upcoming year.

How can we continue to implement the EU Green Deal that is being more politically contested ? What support should be given to Ukraine at a time when a protracted war is taking hold? How can we prepare our institutions and citizens for future enlargements? How can we tackle recurring challenges such as migration and energy? Finally, and more generally, how can we assess the mandate of the von der Leyen Commission a few months before the European elections?

We are delighted to welcome Enrico Letta, President of the Institut Jacques Delors, for this Euroquestions de la rentrée 2023 moderated by Lara Martelli.

 

On September 19th, the Referee project, to which Energy Centre takes actively part in, consortium is organising a workshop in Brussels to showcase its tool for quantifying the impact of energy efficiency policies. Experts and decision-makers will have the opportunity to test the tool in depth through case studies at national and local level.
